Essential Duties and Responsibilities include the following. Other duties may be assigned.
Plans, organizes, directs, and controls activities related to the procurement function.
Organizes, supervises, and directs the work of stockroom personnel engaged in receiving, issuing, and delivering supplies and equipment.
Prepares instructions regarding purchasing systems and procedures.
Evaluates vendor quotations that utilize appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service.
Designs, implements, manages, and monitors procurement reporting systems to meet company requirements.
Recruits and maintains suppliers that provide high quality products and services at a better price while maintaining the highest code of ethics and conduct.
Prepares and issues purchase orders and change notices.
Reviews purchase order claims and contracts for conformance to company policy.
Prepares and reviews contracts, bids, proposals, and vendor agreements for legal correctness, price, and acceptability of items to specifications then submits to management for approval.
Negotiates or supervises the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors.
Arranges for disposal of surplus materials.
Other duties as assigned.
Supervisory Responsibilities
Manages 1-5 subordinates who supervise employees in Purchasing or the Warehouse. Is responsible for the overall direction, coordination, and evaluation of these departments. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Also responsible for the professional development of direct reports.
Qualifications

Education and/or Experience
Bachelor's degree (B. A.) from four-year college or university; or five years' experience and/or training in a Purchasing Management position or another Contract Manufacturing Management position; or equivalent combination of education and experience. Bachelor's degree is strongly preferred.
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Computer Skills
To perform this job successfully, an individual should have a strong knowledge of Microsoft Office Suite specifically Word and Excel and Manufacturing software (ERP).
