The Opportunity
WSDOT is seeking a skilled professional to serve as the Region Corridor Operations Manager in Vancouver, WA. The Region Corridor Operations Manager works closely with the Assistant Regional Administrator, Regional Administrator and other members of the region leadership team to direct, develop and deliver all programs and services related to operations. These range from extremely rural to highly urbanized freeway systems that include a Traffic Management Center, Ramp Meters, Automated Traffic Management Systems, Bus on Shoulder, future Peak Use Shoulder Systems, and a Vancouver area regional traffic signal system. The Southwest Region Corridor Operations Manager provides leadership, management and strategic vision to 3 programs: 1) Corridor Operations, 2) Incident Response Teams (IRT), and 3) Network Management.
Reporting to the Assistant Regional Administrator for Operations & Planning, this position is solely responsible for all aspects of corridor operations including policy direction and strategic vision for the Southwest Region covering seven counties, ranging from extremely rural to State of Washington portions of the Portland-Vancouver metro area - the second largest metro area in the Pacific Northwest. Traffic Operations work in this position includes strategic planning and policy development related to the current and future operations of the region's multi-modal transportation system. For Southwest Region, these activities are unique given the need for bi-state coordination and operation of bi-state connections across the Columbia River with relevant jurisdictions in Oregon. These include Oregon Metro and subcommittees, The Oregon Department of Transportation, City of Vancouver, Clark County, RTC and subcommittees. While this is a regional position, innovations developed in regional operations set precedent for statewide policies.This position will develop operational strategies and policies for systems that directly change the real time operations of Freeway and Arterial Systems. Failure of these systems may expose the agency to significant liability while also having a substantial impact on the traveling public in the 7 County Region. Strategic planning and vision are set for the 510-year period. Programs controlled by this position have intense impact and consequences in the Clark County Metro which is number 2 in population density after King County. This position also has critical operational and reliability impact on an 86 mile stretch of the 1-5 corridor, the major freight corridor on the west side of the State.
What to Expect
Among the varied range of responsibilities held within this role, the Region Corridor Operations Manager will:
- Strategically plan the operational strategies on the State Highway System in 7 counties in Southwest Region.
- Plan for future ITS Infrastructure to effectively operate both Urban Freeway Corridors, as well as centralized signal systems.
- Develop systems and operating policies for innovative transportation control systems that set precedence for statewide policy.
- Utilize mastery level of operations knowledge to apply standards where they make sense and using a risk-based approach to liability in order to improve overall safety.
- Develop policy and strategically plan and implement the regions ITS network.
- Develop operating policy and agreements for regional shared CCTV Traffic Camera System.
- Develop infrastructure and establish agreements and create operating policy to allow data sharing between SDOT and ODOT.
- Work closely with the Director and other region Traffic Operations experts in developing statewide traffic operation policies that provide the ability t operate the region transportation system while maximizing existing infrastructure.
- Identify local and nationwide grant programs to implement ITS and other cutting-edge operations infrastructure in the SWR.
- Manage grants obtained to insure continued eligibility of SWR and WSDOT in grant programs
Qualifications
To be considered for this opportunity, the following are required :
- Seven (7) years of experience in any of the following: Corridor Operations, Traffic Operation, Traffic Design, TSMO related field, or comparable environment with similar logistic and operational goals.
- Four (4) years of supervisory experience
Knowledge of the following:
- Transportation Operations field, including ability to independently evaluate innovative and cutting-edge solutions to corridor operations problems.
- Ability to make decisive decisions considering input from team members and the rest of the Executive Management team.
- MUTCD, NACTO, AASHTO Green Book
- Management principles, public safety, legal requirements, tort liability, legislative process, performance management, budget preparation and management, project and program delivery.
- Personnel procedures including recruitment, retention, hiring, promotions, corrective action, union contracts and other applicable civil service rules and regulations.
It is preferred that qualified candidates also have:
- 10 -15 years of experience operating corridors including the following:
- Experience operating intensive operational based Freeway systems including ATM Systems, Peak Use Shoulder Lanes, Bus on Shoulder Lanes, Ramp Meters, Weather Management Systems, and Integrate corridor management systems.
- Experience operating traffic signal networks that include centralized signal systems and adaptive traffic signal systems.
- Experience managing complex ITS networks.
- Experience managing teams specialized in incident response.
- Experience operating a multi-jurisdictional transportation system.
- Professional Engineering License in Washington State (PE)
- Registration as a Professional Traffic Operations Engineer (PTOE)
- Masters degree in a related engineering field or Business Administration.
