Procurement Officer V

Some of what you'll be doing:

As a Procurement Officer V, you will be responsible for supervising procurement professionals and serving as a senior-level technical expert. You will provide coaching and feedback to direct reports in developing their procurement skills while managing your own procurements that are complex, highly visible, or politically sensitive. • You will plan, schedule, assign and direct the daily work of staff to ensure the smooth and coordinated accomplishment of procurements without compromising quality and schedule delivery.

• You will perform supervisory responsibilities including assigning work, reviewing work products, hiring, and evaluating performance.

• You will develop or participate in the development of new or revised policies, procedures, initiatives, or performance measures related to procurements.

• You will work with staff in the implementation of new or revised policies, procedures, initiatives, and performance measures related to Port procurements, delegated authority, the Revised Code of Washington, or federal law.

• You will represent the Port in complex negotiations, discussions with multiple stakeholders, and Port leadership.

• You will perform appropriate risk analysis and develop contingency plans for unexpected problems that can have a significant impact on assigned procurements.

Who you are:

• Experienced You have five (5) years of experience in procurement, grants, and/or contract development, to include one (1) year of experience mentoring, leading, or supervising staff and/or programs/projects.

• Desired We hope you have experience managing complex and federally funded contracts. Additionally, we hope you have experience managing Public Works contracts. We encourage NIGP certification or obtain certification within the first 2 years of employment.

• Technology & Systems Knowledge You have experience with public-sector procurement software used for competitive soliciations, vendor management, and contract lifecycle management. You have a working knowledge of ERP systems used to manage requisitions, purchase orders, and contract payments. Additionally, you have the ability to run and interpret system-generated reports to ensure compliance with RCWs, federal procurement regulations, and audit requirements, proficiency using project management and collaboration tools to coordinate with cross functional teams (e.g., SharePoint, Teams), and are skilled in using data visualization and reporting tools to support procurement planning, equity tracking, and performance measurement.

• Efficient Communicator You are a strong communicator who motivates and builds partnerships with internal teams and external stakeholders.

• Leader You utilize systems thinking to connect departmental activities and drive progress. You know how to collaborate and achieve goals within an organization.

• Analytical You synthesize data into actionable insights with clear, timely analysis and effective data visualization.

• Highly Organized You are an expert in planning, prioritizing, and overseeing procurement tasks. You support team members and adapt to various procurement processes as needed.

What else you need to know:

• Work Schedule Your normal work schedule will be Monday Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies You may be required to perform project site visits and be onsite for new employee onboarding.

• Work Environment - This work will take place in a hybrid/in-office setting at Managements discretion.

• Washington State Residency Requirement Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.

• Security Requirements As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
