An employee in this class is responsible for organizing and overseeing the daily operations of the transit program for the citizens of the County. Work also involves providing customer service to the public in person and over the telephone; scheduling transit appointments for passengers; developing routes; scheduling drivers for vans covering fixed and variable routes serving the public, elderly and disabled citizens; supervision of transit vehicle drivers; conducting driver training; validating transit driver daily paperwork; coordinating fleet maintenance and repair; maintaining accurate reports and reports; monitoring continual operations and safety; maintaining public contact with citizens and service agencies; and ensuring that services are provided in accordance with eligibility guidelines. Dispatching involves working with van drivers and riders, coordinating numerous rider changes, locating backup drivers, monitoring routes to ensure efficiency, and adjusting routes as needed. Duties also include maintaining accurate records and preparation of a variety of required State reports including vehicle utilization, mileage, and number of clients served. Work also involves a special understanding of the needs and behavior of clients served. Work involves extensive public contact with citizens requesting services and agency representatives requiring tact, diplomacy, multi-tasking and coordination skills. Starting salary $49530.00 or DOQSupervises the day to day operations of the Transit division including the delivery of service to the public and supervision of department staff.
Answers calls from citizens or family members and explains services and schedules; enters data into specialized computer software to establish and maintain records on clients and determine route scheduling.
Develops and schedules routes and services based on needs and assigns full and part-time drivers to vans for fixed and variable routes to accommodate varied service needs, including medical appointments in and out of the county and state, shopping, pharmacy, banking, post office, etc.
Ensures that all vehicles meet FTA and NCDOT specifications.
Establishes and maintains records of all vehicles for the department; maintains information on inspection dates, servicing schedules, and repairs for each vehicle; tracks and schedules needed servicing and/or inspection.
Audits vehicle mileage by drivers daily.
Responsible for driver safety program, annual refresher training, all aspects of training for new drivers, and adheres to safety procedures and policies of the department, FTA, and NCDOT.
Compiles a variety of records on ridership, billing, and other department statistics.
Maintains reporting database; enters daily trip sheets into database, including passenger, mileage, start and stop times; resolves any discrepancies in trip reports.
Prepares reports for agencies, state, and federal related to miles driven, services provided, and destinations.
Participates in meetings of the transportation advisory board and develops reports regarding the activities and operations of the delivery of transportation service in the County.
Ensures all service complaints are investigated, and resolution action is documented and communicated.
Reviews and processes employee timesheets and sends to payroll.
Interviews and hires departmental staff; evaluates performance; counsels and disciplines; recommends termination.
Promotes and publicizes services; may attend meetings and speak to community groups and local businesses; recruit and sign up new clients.
Communicates with drivers throughout the day; dispatches drivers to specific locations; notifies of changes, reports problems and assists in communicating in emergency or non-routine situations.
