Main Purpose of JobThis positionwill be responsible for receiving, accounting, and accurate recording ofcapital equipment, tracking movement of inventory, inventory reconciliation andpreparation of excess property disposal, and missing and stolen reports inaccordance with State laws, regulations, standards and procedures, andDepartment of General Services Inventory Control Manual.
POSITION DUTIESCapital Equipment Duties/Functions:
Collects the annual capital equipment inventories submitted by the barracks/locationsto the Department Property Section via electronic devices, such as, scanned andor Excel worksheet reports to ensure compliance with submission due dates andall applicable policies and standards required by the Department of General Servicesand/or the Department of the Maryland State Police.
Verifies the annual capital equipment inventories received in the DepartmentProperty Section for accuracy and completeness. Identify any incomplete orinsufficient annual capital inventory reports and return them to theAccountable Property Officers with explanations and request corrected reportswithin set time.
Maintains and updates the master inventory database inventory records systemusing the MSP Form 195s, and MSP Form 119s received from the barracks/locationsin reference to acquisitions, transfers, and disposals.
Reconciles the master inventory detail database inventory records to the annualinventory records submitted by the barracks/locations and issues exceptionreports to resolve any discrepancies.
Instructs and/or trains, and a resource to the MSP Accountable Officers for alllocations on the proper handling and procedures on documenting the physicalannual capital equipment inventory.
Performance of Monthly Receiving Duties:
Receives capital equipment and complete the capital equipment entries intothe master inventory database and the Fiscal Management Information System(FMIS). Compare packing slips with purchase orders, and review packing slips toensure they are complete and accurate. Resolves any discrepancies. Barcodeand package capital equipment after verification of an accurate shipment.Notifies the requester to pick up capital equipment and ensures the requisitionis signed by the receiving party.
Maintains records related to receipt, issuance, and control ofcapital equipment. Catalog and maintain electronic copies of all requisitions,invoices, and packing slips for all purchase orders and credit card orders.
Performance of Alternate Department Property Officer:
Serves as the Alternate Department Property Officer as defined by theDepartment of General Services. Responsible for all State property acquisitionsand disposals in the absence of the Department Property Officer.
1. Initiates and implements internal inventory control procedures and makesrecommendations for improvements.
2. Coordinates and initiates action to take physical inventoriesof capital equipment.
3. Maintains inventory records for fixed assets.
4. Receives and assesses Excess Property Declarations from the Property Unit.(Determines is the excess property is needed by the Department, the accuracy ofthe declaration, and forwards declarations when property is no longer needed).
5. Reports missing and stolen property in accordance with DGS policies andprocedures.
6. Reconciles physical inventories to inventory records.
7. Reconciles inventory records to the control account.
8. Verifies reconciliation of individual inventory records with physical
counts by random sampling.
9. Certifies completeness and accuracy of the Department's physicalinventories.
10. Ensures the completion of the Department's Annual Inventory Report.
Assists Department Property Officer/Command Staff to update andprepare all required reports to administer the inventory program, and any otherduties and/or tasks as assigned.
Attend all mandatory trainings and seminars required to perform essential jobfunctions.
MINIMUM QUALIFICATIONSEducation: Graduation from anaccredited high school or possession of a high school equivalency certificate.
Experience: Four years ofexperience in the disposal of surplus equipment, materials and supplies.
Notes:
1. Candidates may substituteeducation at an accredited college or university may be substituted at the rateof 30 credit hours for each year of experience, for up to 2 years of therequired experience.
2. Candidates may substitute U.S. Armed Forces military serviceexperience as a non-commissioned officer in Supply and Logistics classificationsor Supply and Materials Control and Management specialty codes in the supplyfield of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONSPreference will be given to applicants who possess the following preferredqualifications. It is important that you include clear and specific informationon your application regarding your qualifications.
Preferred Qualifications:
1. Knowledgeand/or experience with the State of Maryland Department of General Services /Maryland State Police policies and standards for the collection of capitalequipment property and inventories.
2. Experience ata large, high-volume facility receiving, accounting for and accuratelyrecording capital equipment to include tracking the movement and reconciliationof inventory.
3. Experience using the State of Marylands Financial ManagementInformation System (FMIS) and other proprietary inventory databases, includingmaterial handling and the use of barcoding and barcode scanning equipment.
LICENSES, REGISTRATIONS AND CERTIFICATIONSEmployees in thisclassification may be assigned duties which require the operation of a motorvehicle. Employees assigned such duties will be required to possess a motor vehicleoperators license valid in the State of Maryland.
SPECIAL REQUIREMENTSSome positions in thisclassification are assigned duties which require the individual to be examinedby a physician after an offer of employment, applicants for such positions willbe given a medical examination to certify the ability to perform the essentialjob functions.
