General Definition of Work
The transportation support and logistics manager, under intermittent supervision, performs highly complex work with limited decision-making discretion overseeing the procurement activities associated with compliance and selection of all contracted transportation. Position performs advanced contract functions including issuing solicitations and coordinating evaluation of proposals, contract negotiations, contract execution, and administration. Employee performs complex work to carry out Board of Education policies and procedures under the direction of the Executive Director of Transportation.

Place of Work
The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Lead, manage, supervise, and evaluate assigned staff/programs
- Manage and evaluate assigned projects in Transportation Operations
- Investigate, analyze, and formulate methods for handling special projects, state reporting, and accident claims along with inspection reporting
- Support the development and implementation of strategic plans focused on improving operational efficiency, resource allocation, and scalability of contracted transportation
- Manage multiple cross-functional projects simultaneously; coordinate and assist with prioritization, scalability, resource allocation, implementation, and monitoring
- Recommend proactive strategies to gain utilization and improve service levels
- Collaborate across various departments to ensure seamless process integration
- Compile data and conduct analysis related to consistency of standards, risk mitigation planning, cost control, improvement recommendations, etc.
- Develop and deliver progress monitoring reporting and other reports as requested
- Assist in the development and communication of strategic roadmaps that outline key milestones, timelines, and resource requirements
- Negotiate contract terms and conditions to maximize value
- Draft, distribute, and track execution of agreements/contracts
- Maintain organized records of vendor communication, requisitions/change orders, purchase orders and bid folders, etc. per retention policies
- Consult with the legal department regarding interpretations of contract terms
- Participate in the development and administration of budgets
- Prepare presentations, reports, and other correspondence as required
- Provide support for cross-functional initiatives in support of the district's strategic plan
- Facilitate staff meetings and attend other related meetings as needed/required
- Complete local, state, or federal surveys and reports accurately and promptly
- Participate in professional development workshops and training

Knowledge, Skills, Abilities
- Thorough knowledge and understanding of the principles, practices, and procedures of public school systems, operations, and procurement
- Thorough knowledge of federal, state, and local regulatory requirements applicable to school system operations and procurement
- Thorough knowledge of county and school board policies, procedures, and standards regarding procurement
- Knowledge of NC Purchasing and Contract Division rules and regulations
- Knowledge of generally accepted accounting principles and procedures as applied to accounting procedures, transactions and audits
- Knowledge of formal and informal contract bidding processes
- Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
- Ability to learn and use specialized tools, equipment or software related to business needs
- Ability to monitor expenditures

Education and Experience
- Bachelor's degree in related field and three (3) years of related experience required or high school diploma/GED and minimum of seven (7) years of related experience required
- Prior experience planning, contract transportation, forecasting experience preferred
- Equivalent combination of education and/or experience
Special Requirements
- Possess or have the ability to obtain a valid Class B North Carolina commercial driver's license required, including being at least 18 years of age
- Possess or have the ability to obtain a valid school bus driver endorsement issued by the North Carolina Department of Motor Vehicles (NCDMV) required, including having at least six (6) months driving experience as a licensed operator of a motor vehicle and completion of or ability to complete NC's Enty-Level Driver Training (ELDT)
- Commercial driver license (CDL) holders and applicants must meet the medical qualifications set by the NC General Statute Medical Qualifications Standards Applicable to Commercial Drivers required
- Must maintain an acceptable driving record as outlined by NCDMV as legal requirements for issuance of a school bus driver certification required
- Possess and maintain a valid driver's license or ability to provide own transportation
- Travel to school district buildings and professional meetings
