The success ofMecklenburg County rests on strong, competent talent at all levels of theorganization. The Department ofFinancial Services is responsible for capital and debt planning, investments,accounting, payroll, grant management and payables. In addition, it providesfiscal support to departments across the County.

Procurement, adivision of Finance, develops integrated procurement strategies, aligned withCounty department needs for goods, services and technology. In addition, thedivision assists with vendor registration, vendor performance and vendorrelationship management. The ProcurementDivision provides the following services: formal and informal solicitations,procurement policy development and administration, information technologypurchasing, contract development, strategic spend analysis, vendor performancemanagement, vendor relationship management, and consultation.

POSITIONSUMMARY

Provide guidance and support toMecklenburg County departments in the procurement of goods and services. This positionis under minimal supervision, performs basicinformal procurement activities, including vendor registration, purchaseorder completion, spend data reporting, assistingwith contractexecution documents, and supporting additional procurementproject needs as assigned.

ESSENTIAL FUNCTIONS

Vendor support: answers telephone calls, correspondence, and requests for assistance from vendors; researches and provides information; explains County purchasing policies and procedures; and provides copies of RFP and bid invitation information upon request.

Collect and provide initialanalysis of data to be used by procurement
Ensure proposals and quotes are completely andappropriately completed; verify product, pricing information and contactvendors if needed
Produce reports tracking contract expiration dates orspending for assigned categories or departments
Monitor and analyze a variety offinancial records and data sources
Prepare related special reports and studies, includingcost studies, budgetary reports, and related documentation
Analyze purchase order requests; confer with departmentpersonnel regarding specifications, quantity and quality of merchandise;assists or manages the opening of public bids
Review departmental requisitions in order to generatepurchase orders and distribute purchase orders to suppliers; contactprospective vendors to determine availability; delivery and cost
Collect and reconcile all purchasing card statements andall required documents related to new or amended contracts and ensure contract packageis complete and ready for signature routing process

Assist Procurement Analyst in gathering and analyzing required documents for sourcing and enterprise initiatives

MINIMUMQUALIFICATIONS

Experience: A minimum of two years of accounting orrelevant experience
Education: High School Diploma or equivalent
Combinationof relevant education and relevant experience accepted: Yes

LICENSES AND CERTIFICATIONS

May require avalid North Carolina or South Carolina Driver's License

PREFERREDQUALIFICATIONS

  • Associate degree in Business or a related field
  • A minimum of two years of experience in a procurement environment completing procurement transactions related to goods, services and/or information technology purchasing.
  • Power BI
  • Advanced Excel skills
