DESCRIPTION
GENERAL SUMMARY: Delphinus Engineering is seeking a Systems Engineer to support our customers with US Navy tasking. This position will develop, review, and support testing of shipboard and shore based systems to include hardware, software, and network interfaces. Applicants must have experience in the design, assembly, troubleshooting, systems engineering development for shipboard systems, including the ability to work with cross functional teams to develop new features, troubleshoot existing systems, and create, modify, and/or use system documentation and schematics. The position will complete assigned tasking and work with teams including Navy customer personnel and other organizations to provide solutions to the fleet.
LOCATION: Newtown Square, PA.
PRINCIPAL DUTIES & RESPONSIBILITIES:
Logistics Planning & Coordination
Support NSWCPD logistics areas with planning, identification, development, delivery, revision, implementation, and sustainment of HM&E new acquisition/construction systems
Coordinate with NSWCPD In-Service Engineering Agents (ISEAs) to determine and document recommended maintenance product solutions
PMS Support
Provide program and technical support services for PMS projects including tracking and reporting
Assist NSWCPD ISEAs with the planning and completion of written PMS procedures for shipboard validations for equipment installed onboard ships or shore facilities
Perform Reliability Centered Maintenance (RCM) backfit analysis and provide applicable documentation in accordance with MIL-STD-3034
Assist with Logistics Support Analysis (LSA)
Assist the government in the development of logistics program status reports for delivery to sponsors, including producing and maintaining monthly status updates per program
Identify configuration discrepancies, recommend solutions, and track to resolution
Participate in the evaluation of all phases of PMS programs and participate in evaluation and review of plans, policies, procedures, and other information related to formulating and implementing Integrated Logistics Support (ILS) policies and processes
Configuration / Equipment Based Maintenance Support
Perform Legacy Maintenance Reviews (LMRs) by reviewing equipment configuration records to identify differences between equipment installed on in-service hulls versus new construction hulls
Assist in assessing maintenance impacts of ship change documents and HM&E system equipment alterations to identify potential PMS documentation changes
Research configuration data including: Allowance Parts List/Reportable Item Code, Allowance Equipage List, Record Identification Number, Positional Reference Identification, NSN/NIIN, Part Number, Equipment Functional Description, CAGE codes, Hierarchical Structure Codes, Technical Manuals, and drawings from MBPS, CDMD-OA, or other standard Navy databases
Research maintenance completion data from 3M Open Architectural Retrieval System (OARS) & MAINTAIN to create ship system and equipment failure reports
Program and Project Management Support
Provide program administrative support including receiving, distributing, and tracking shipbuilding CDRLs across platforms to ensure timely submissions to Navy program offices
Create and update technical documentation such as users' manuals, product specifications, and training materials.
Participate in meetings, conferences, and related activities including reviews, evaluations, and audits
Participate in special projects as required.
REQUIRED EDUCATION & EXPERIENCE:
High school diploma or GED is required
Associate level degree in Engineering Technology, Logistics, Finance, or Business from an accredited College or University is desired
5 or more years of experience developing, initiating, integrating, and managing logistics actions associated with U.S. Navy HM&E systems & PMS
SKILLS / REQUIREMENTS:
Experience with shipboard HM&E systems
Proficiency with Navy Planned Maintenance System Management Information System (PMSMIS) and ability to navigate and work within the database to process PMS service requests
Familiarity with Remedy and ability to navigate the system, generate reports, and process PMS changes.
Proficiency with Microsoft Office suite (especially Excel, Word, and Outlook)
Attention to detail and rigorous conformance to processes and quality
SPECIAL REQUIREMENTS:
Candidates must have an active government security clearance or the ability to obtain security clearance.
Travel Requirements: While travel is not frequent, occasional trips may be necessary. Travel may be up to 5%.
WORKING CONDITIONS:
This position is anticipated to be executed in several locations, with performance at Delphinus offices, Navy locations, and at home offices. Client site locations for travel destinations may be office, lab, or shipboard environments.
