MAIN PURPOSE ( Briefly state the job's overall objective)

Design, implement, and manage a procurement management program to successfully deliver the chemical Expansion capital project in conjunction with the selected EPC contractor. This position will ensure company procurement processes and ethics are adhered to throughout the project lifecycle.

The role provides subject matter expertise in procurement for the Expansion mega project interfacing with EPC contractor sourcing team with oversight to strategic, purchasing quilt development and execution. Appropriate KPIs will be developed to measure/monitor success in procurement plans according to project cost budgets and delivery targets. Responsibility and accountability for overall project results and achievement of project goals/objectives as they relate to the business function for equipment and services costs.

SCOPE OF THE JOB i.e. Scope ( Regional, Global, Local)

Procurement manager is the primary point of contact between company and the EPC contractor. He/she is responsible for the procurement of equipment and services for use in the Expansion project by identifying supplier sources, screening and negotiating favorable terms. Job scope includes monitoring supplier performance and ensuring contractual obligations are achieved.

COMPLEXITY OF THE JOB .

This position will coordinate between EPC Contractor Procurement Function, Engineering, and other project management team members. The coordination includes specific Functional role clarity on individual projects as well as Procurement strategy, methods, tools, and processes. The coordination also includes development and measurement of mutually acceptable KPIs. to identify and implement opportunities to add asset value and reduction to production start date.

7. MAIN RESPONSIBILITIES:

  • Be the company procurement subject matter expert and point of contact between the company and EPC contractor/suppliers in all procurement matters.
  • Negotiate contracts, terms and deadlines with vendors and suppliers
  • Assist in identification of potential suppliers based on project requirements
  • Monitor contractor procurement performance and ensure contractual obligations are met
  • Manage an efficient flow of goods & services to ensure optimum installation and production start dates.
  • Organizes and manages the Procurement effort for larger, complex capital projects.
  • Resources each selected project with Procurement professionals.
  • Coordinate the development and execution of procurement strategy and plan
  • Develop compliance/anti-corruption/quality monitoring for project procurement. Drive alignment to their ethics & compliance policy.
  • Aligns with the Procurement function on role clarity, Procurement processes, and KPIs.
  • Drive procurement effort to utilize global sourcing to maximize value
  • Drive contractor prequalification to select contractors that share their safety culture.
  • Align with Legal Function on robust contracts to protect their Business requirements.

  • 20 years experience in procurement field
  • 10 years experience in Supply Chain Management of mega project budget
  • EPC contractor procurement, coordination and management
  • Developing sound, cost-effective strategies for the purchasing of project equipment/materials
  • Working knowledge of the Capital Projects industry and market conditions
  • Continuous improvement enhancing quality of products purchased and timeliness of deliveries
  • KPI development and use in conducting cost analyses and setting benchmarks
  • Developing risk management procedures to mitigate losses in the event of product shortages
  • Working closely with legal department to ensure favorable contracts and terms
  • A thorough working knowledge of Supplier and Contractor Management
