There are currently 2 large offices in Haiti (Port au Prince and Les Cayes) and 4 smaller offices: Port au Paix, Gonaives, Jeremie, Miragoine. The donor base has been mostly US Government, but also included the UN, World Bank and private foundations. Private donations in response to the earthquake will now be a large part of the donor base. The CP is anchored by a five year MYAP, but also implements a wide range of programming, from emergency response to AIDSRelief and Education. A large focus will now be on various emergency programming areas (shelter, WASH, protection, distribution, camp coordination). Overall responsibility for procurement and asset management in CRS Haiti. Supervise calls for bid, local purchase operations, and international procurement. Coordinate with the various programming and administrative departments to ensure order what they need in the appropriate quantities and quality, that they receive what they ordered in the correct quantities when needed and at the right cost. Assist programming staff with commodity flow analyses. Develop procurement management systems as needed and train staff in their use. Responsibilities: • Cross-functional team oversight and communication of product supply chain performance and manufacturing process performance against goals and milestones • Establish the new cross functional Operations Supply Team, manage the team and develop the team’s role as it evolves. • Seek effective resolution of critical issues and provide product leadership across HGS • Represent Operations on cross-departmental project teams, and report into Pharmaceutical Development and Manufacturing Committee (PDMC) for development oriented issues • Chair HGS-GSK Joint Manufacturing Committee (JMC), coordinate with joint sub-teams, and facilitate decision making and issue resolution with GSK • Own HGS-GSK Supply and Distribution Agreements and manage KPI reporting • Ensure supply chain and cycle-time maps for product, information, and cash flows are maintained and updated per current practices • Coordinate product supply launch timelines with functional managers, Marketing, and Global Project Management (GPM) • In collaboration with Supply Chain Planning develop Sales and Operations Planning (S&OP) recommendations, reports and long-term manufacturing strategies • Ensure commercial patient forecasts and manufacturing plans align • Align clinical supply strategy with Clinical Operations and GPM • Monitor progress of BDS and FDP commercial inventory build and second source activities against project goals and milestones • In collaboration with the Data Management Team, ensure manufacturing processes are monitored for performance and issues are resolved • Develop and manage annual product-specific supply chain risk assessment and mitigation program including developing contingency scenarios and plans • Coordinate the prioritization of process change control requests and assess impact on global supply • Oversee product lifecycle improvements and in collaboration with functional areas establish strategic product plans and prioritize resources • In collaboration with Finance and Accounting monitor and coordinate implementation of strategies to reduce cost of goods Requirements Technical Requirements: • A minimum of 8 years of experience in the biopharmaceutical supply chain / manufacturing industry • Working knowledge of biologics primary and secondary manufacturing processes • Solid understanding of the commercial drug supply chain from raw material suppliers through distribution • Understanding of manufacturing finances and processes and ability to coordinate project-level budget and resource estimates • Experience with product life-cycle planning • Basic knowledge of regulatory processes and requirements • Expertise in project management tools including software solutions • Skilled in scenario planning, risk / benefit analysis, contingency planning, and problem solving Leadership Requirements: • Demonstrated high standards of integrity, professionalism, and commitment • Strong team facilitation and relationship building skills • Strong negotiation, conflict resolution, and decision making skills • Demonstrated ability to communicate vertically and horizontally within an organization • Ability to effectively collaborate with internal and external partners • Demonstrated ability to anticipate future consequences of scenarios and identify mission critical issues Educational Requirements: •Bachelors or Masters Degree in a scientific discipline (Biology, Chemistry, Engineering, etc) or equivalent work experience.
