Department of Homeland Security, Federal Emergency Management Agency, FEMA Region VIII, Disaster Operations Division, Logistics Branch, in Lakewood, CO. This Region comprises the states of Montana, North Dakota, South Dakota, Utah, Wyoming, and Colorado. Primary Purpose: This position supports the Disaster Operations Division Director in planning, managing, and sustaining disaster logistics support and resources at the Regional levelby leveraging the National logistics partnerships that include Federal, state, Non-GTovernment Organizations (NGOs), and the private sector.  The employee serves as the lead for providing logistical support to agency disaster field operations within the assigned Regional area of responsibility.  The employee provides all logistical support to Regional office daily operations and to agency field operations.  The employee is principally involved in preparing and exercising the Region al Logistics Support Plan to supplement the Headquarters Logistics Contingency Plans and ultimately the National Response Framework (NRF). Specific Duties: Supervises and manages the Logistics Branch consisting of employees (to include the Regional Logistics Surge Cadre) performing work up to the GS-13 level. Supports, develops, and implements HQ Logistics contingency plans, policies and programs to ensure that customers will receive the resources required for support to disaster operations both expeditiously and economically. Participates in collaborative arrangements and maintains relationships with counterparts, such as with other Divisional branch chiefs, the HQ Logistics Plans and Exercises Division, Regional Emergency Support Functions (ESFs) and other entities including state and local governments on matters related to logistics planning programs. Develops executable Regional support logistics plans in support of all-hazards operational missions and National-level special security events. Oversees and serves as the initial approval authority for all of the Regional Logistics Support Plans. Maintains situational awareness and program budgetary requirements for the Logistics Branch of the Disaster Operations Division. Evaluates and reviews HQ Logistics Management Directorate policy and effectiveness. Develops and provides training on disaster-related topics to logistics teams, regions, state, and local authorities. Reviews new and established directives, instructions, regulations, and other policy deployment documents for potential impact on major project elements, management issues, project plans, policies, objectives, work operations, and outcomes. Maintains awareness of and proficiency in advances in applicable technology, equipment processes. Manages and executes logistics management tasks necessary to fulfill the broad scope of project responsibilities. Responsible for supporting the Logistics Section organization of the National and Regional Incident Management Assistance Teams (IMATs) to provide facilities, services, and material in support of an incident. Establishes and maintains internal management controls that ensure effectiveness and efficiency of operations. Qualifications: Specialized Experience Requirements:  Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.   Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.  Specialized experience is described as: 1) Experience directing, developing, or performing logistics management operations that involve planning, coordinating, or evaluating the logistical actions required to support a specified mission, or other designated program, and correlating those requirements with program plans to assure that the needed support is provided at the right time and place; 2) Experience planning, programming, budgeting and executing systems, processes, products, terminology, and guidance documents; 3)Performing life cycle cost analyses for programs and performing cost-benefit or economic evaluations of current or projected logistics programs and the coordination of the programs supported by these logistics operations; 3) Applying fact-finding and exploratory techniques and preparing and delivering statistical information and executive summaries; 4) Reviewing, analyzing and evaluating logistics techniques for programs and systems; 5) Developing, coordinating and implementing policies and procedures and coordinating and evaluating the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time.
