Works under the general direction of the Director Material Supply Operations - USCS, with responsibility to oversee USCS Inventory Controls and Compliance, and Operations Analysis.The objectives of this position (but not limited to):(1) Leadership role in the design, development, and implementation of state of the art lean material planning, execution and control business processes that drive waste out of the material flow from the Supplier?s shipping dock thru to the Production Operator?s workstation ? this position will collaborate with other Materials Management, Supplier Management, and Transportation Management associates to accomplish these objectives;(2) Leadership in the design, development and implementation that ensure that each USCS Production Operations and Prototype and Development Site (including third party sites) has common material control and management processes and standard methods to ensure material inventory accuracy and fidelity, and compliance with all Government requirements. Performance of audits of internal materials management controls, evaluation of current state to desired state, and the leadership in the development and implementation of corrective action plans that address materials management controls performance shortfalls;(3) Leadership role in regular MSO performance management review sessions driving the development and implementation of corrective action plans that address Warehouse/Material Operations performance shortfalls. KPIs are: achieve performance objectives by ensuring performance to safety, material availability, material handling budgets, warehouse and shop floor operations productivity, quality, employee relations, cash flow, and profitability. Reporting to this position will be Subject Matter Experts (SME) for Materials Management Systems and Processes and Process Auditors. Off Site Inventory Control personnel will report to this position as well.PRINCIPAL DUTIES AND RESPONSIBILITIES:Develop, manage, and evaluate the functions necessary to maintain a material system ensuring compliance with government and GSD specifications for materials.Develop and manage procedures and activities to secure accuracy and integrity in the accountability of government and GSD material; ensure the maintenance of records and data essential to material programs including MRP.Manage the planning and scheduling activities, utilizing MRP, to determine time and/or quantity requirements for materials.Manage the production planning and scheduling process to optimize customer service, product flow, and resource utilization, while minimizing material handling, and other support related, indirect costs.Analyze current systems, procedures, and practices to determine methods to improve cost containment and material availability; implement changes and modifications.Direct the planning and implementation of performance measurement systems and implements corrective action programs to correct unacceptable conditions.Direct the coordination and integration of material requirements from contract planning and engineering design bills of material for production to delivery of the product.Manage the flow of product between Ground Systems manufacturing facilities and Subcontractor manufacturing and/or distribution sites.
